Another group is Coalition to Unchain Dogs. One of the main features of this group is that we focus on helping the dogs by building fences so the dogs can be unchained, and do NOT try to guilt the owners or talk down to them. There is a very active group in the Charlotte NC area, which borders SC, so might be something you consider participating in.
